Is the mod dwarf able to send the state of parameter values to a midi controller? I have a faderfox ec4 which has endless encoders, but I still get parameter jumps when I change between snapshots.

Mmm, good question. I can’t find a method to send the parameters of an existing plugin to the midi output, but that sounds like something that should be supported.
I know it can be developed for any existing plugin with a midi out, but not sure if there is another way.

Yes !
I use the the infamous mindi - MOD Audio industrially in all my pedalboards to communicate with my midi controller.
(Careful though, the developper made the midi channel go from 0 to 15 instead of the 1 to 16)
