Is there a plugin that mimics boss tera echo?

hard to say, what is the particularity of this delay ?

It sounds like in the Boss TE-2 there are multiple delay lines going on with either some resonant filtering or phasing/flanging with a high feedback, topped off with a touch of reverb (maybe even shimmer).
Which part of the tera echo are you interested in having? Just the sound? The freeze switch? The same kind of control layout? Any particular reference tones?
I think we can approximate a subset of the sounds it can make quite well by combining a couple of plugins.
